This tool allows you to draw a polygon on the map, and to select all of the map features that are either fully within the polygon or are partially within the polygon.  To draw the polygon, trace the perimeter of the polygon by clicking on each corner of the polygon, always going in the same direction around the perimeter.  When you have defined the perimeter of the polygon, double-click with the mouse.
